Philip B. Stark is Professor of Statistics and Associate Dean of Mathematical and Physical Sciences at the University of California, Berkeley. He invented “risk-limiting election audits,” and worked with the Secretaries of State of California and Colorado to pilot and deploy risk-limiting audits. Stark has published more than 200 articles and books and has given lectures in more than thirty countries. He has consulted for the U.S. Department of Justice and five other federal agencies, the Georgia Department of Law, and the Illinois State Attorney. He has testified to the U.S. House of Representatives, the California Senate, the California Assembly, and the California Little Hoover Commission. He has been an expert witness in numerous matters including several election integrity cases. Stark serves on the Board of Advisors of the US Election Assistance Commission and the Board of Directors of Verified Voting Foundation.
